This is the reason why it is able to continue to stand among the top 100 international engineering companies. - 2020/10Taiwan: CTCI & HDEC’s Fengshan River Reclaimed Water Plant BTO Project Wins Public-Private-Partnership “Golden Thumb Award”CTCI Corporation is pleased to announce that its Fengshan River Reclaimed Water Plant Build-Transfer-Operate (BTO) Project has won the 18th public-private-partnership “Golden Thumb Award,” the highest national honor for private participation in public infrastructure projects.
The “Golden Thumb Award” is organized by Taiwan’s Ministry of Finance, which aims to promote quality public construction and services by the private sector, bringing private enterprises’ technologies, funding, creativity, and efficiency to the advantage of infrastructure projects.
Located in Kaohsiung City, Fengshan River Reclaimed Water Plant is built and operated by a special purpose company named Blue Whale Corporation (BWC), which is established by CTCI Corporation and HDEC Corporation. Being the first reclaimed water demonstration plant in Taiwan, the project scope includes revamping existing effluent treatment plant, building a new reclaimed water plant, and building interconnecting water piping systems in Linhai Industrial Park.
The plant supplies 45,000 cubic meters of reclaimed water per day to the industrial park. It not only contributes to water resources cycling, but also makes Kaohsiung City the first city in Taiwan that enjoys stable supply of reclaimed water. It has also boosted the government’s confidence in increasing the use of reclaimed water and implementing other water reclamation projects.
One notable challenge of this project was to find a clever solution in laying the reclaimed water pipelines among other complex electricity, gas, tap water, sewerage, and telecommunications conduits under the roads. With concerted efforts, the BWC team managed to streamline the interfaces and successfully delivered the project on time and with good quality.
Moreover, the team utilized anaerobic-oxic (AO) system to upgrade effluent treatment plant capability and reduced the concentration of ammonia nitrogen and nitrate nitrogen, which ensured the effluent meets the standards. According to our major vendors user at Linhai Industrial Park, the quality of reclaimed water is even better than tap water.
In terms of energy reuse and management, the project reuses biogas and recycles waste heat from boiler to dry sludges, contributing to an increase of power efficiency by 10-15%. Meanwhile, indoor temperatures of plant are kept at an optimal condition by installing water curtains and exhaust fans.
For landscape planning, the plant brings in nearby Fengshan river bank and Bao-An Wetlands to form a natural green space. A Water Technology Education Center that features interactive games on water resource conservation was created inside the plant as a way to promote environmental education. Notably, the education center received silver-grade EEWH green building certificate.
With 20 years of experience in water resource treatment, CTCI has successfully expanded its scope of services from industrial and municipal wastewater treatment plants to the high-tech sector, such as process wastewater reclamation for the electronics industry.
