How CTCI Responds to COVID-19 Pandemic

CTCI has been paying close attention to the development of the COVID-19 pandemic. A Group Coronavirus Prevention Center was established at the end of January to initiate pandemic-controlling mechanisms and organize Business Continuity Plans (BCP). For more than 40 affiliates in 15 countries around the globe, along with all the ongoing projects in Taiwan and abroad, we adopted a project risk management strategy and have reached agreements with all project owners, business partners, and subcontractors/suppliers in order to minimize the impact of the pandemic on project executions and group operations.

The global epidemic prevention center of CTCI is directed by Group Shared Services (GSS), and a level 1 point of contact in every subsidiary/affiliated company has been set up. The Chairman/President of each company is responsible for collecting the reports from all units to ensure that the pandemic-controlling tasks are firmly executed in every workplace. The related departments in the headquarters have also cooperated in actively following, verifying, evaluating and reporting the current situation, while making regulations and ensuring full compliance in every workplace. The epidemic prevention center not only holds daily international virtual meeting to strictly monitor the situations in different locations, it also publishes pandemic daily newsletter to consolidate information from around the world as the reference for managers of all departments. By doing so, we are able to effectively control the conditions within the Group and makes countermeasures accordingly in time.

4 Main Topics for Epidemic Control

There are 4 main topics for our pandemic-controlling works: information and supplies, countermeasures, operation management, and caring and reporting.

Information and supplies

Our epidemic prevention center gathers the latest information from the contact points within CTCI, Taiwan Centers for Disease Control, the Centers for Disease Control and Prevention in the United States, World Health Organization and so on, and discloses such information on CTCI's special platform of pandemic prevention. For the preparation of material resources, we have purchased medical face masks, alcohol, forehead thermometers and other medical supplies through our subsidiaries abroad right before other countries enforced relevant resource restriction. Early preparation has been conducted to support our fellow workers worldwide.

Countermeasures

SOPs on business trip management, visitor management, environment sanitization and staff caring have been made and executed properly. On management and operation, all departments are required to make daily report on the rights of affected parties, including the evacuation, schedule delay, owner's requests, delivery delay, vendor's requests, manpower, and change orders.

Operation management

Apart from implementing split operation to reduce the risk of infection since March, CTCI also divides workers into group A and B and allows the two groups to work from home in shifts for one month starting from early April. The implementation of business operations during the pandemic has been evaluated, such as issues and countermeasures arising from remote working, and normal operation of IT system. This is to ensure the normal functioning of pandemic-controlling strategies and daily works.

Caring and reporting

We take good care of each worker on a daily basis. If there is any anomaly, swift report is carried out to take corresponding actions.

The Strategies of Global Project Risk Management

For the global project risk management, we have continued to communicate with the project owners, partners, and subcontractors, as well as to collect sufficient information to make a risk mitigation plan to ease the impact of the pandemic on project schedule and cost so that the obligations on the contracts can be fulfilled without any interruption. Depending on the phase of the pandemic, the actions taken are as follows:

Phase

1

Evaluating how much the project sites are affected by the pandemic through data collection, notification and communication

First, related information is collected, such as the evacuation request from the construction sites, the pandemic-controlling regulations from the government, the delivery delay from the vendors, the problems regarding manpower, and change orders. After data collection, owners are immediately informed and mitigation plan is proposed to come up with countermeasures concerning the impact on project timeline, delivery, and construction. Meanwhile, communication with owners is conducted to retain the rights to extend project's timeline or discuss cost reimbursement in the future according to the contract. For subcontractors, we immediately contact with them to see whether the progress of the project located in their areas is affected, and whether the project can be finished on time. we provide assistance to help the subcontractors overcome any difficulty in order to minimize the impact on projects. If substantial impacts exist, we explain the condition to owners and draw up corresponding solutions.

Phase

Collecting and analyzing the evidence, and informing the owner

We regularly report to the owner on how the project executed was affected. If any shutdown or staff evacuation happens, a resumption plan shall be prepared and manpower must be ready beforehand. If change order is involved, owner’s approval shall first be obtained through continuous communication and coordination. If subcontractors are restricted due to force majeure, sufficient evidence should be provided as a solid ground to negotiate with the owners.

Submitting impact analysis/relevant documents together with project stakeholders according to the contract and applicable laws & regulations to make reasonable adjustments

We provide cost/schedule impact (critical path) analysis to our contracts along with related documents in order to make adjustments/change order (e.g., in project schedule and cost) and will fulfill the obligation according to the renewed contract schedule. We help our subcontractors resolve problems and honor the agreement, thus minimizing the impact of the pandemic; meanwhile, we also work with project owners to come up with solutions for this particular case.

Communicating with the owners and the subcontractors to make necessary changes on the contract to facilitate smooth execution

As an EPC/turnkey contractor, CTCI is responsible for protecting the interests of the owners, CTCI, and subcontractors/suppliers, and fulfilling the obligations specified in the contracts, fulfilling our brand promise --"Most Reliable"--faithfully.

Closely monitor the global pandemic. Reduce the impact with joint forces

With the implementation of all pandemic-controlling strategies, the projects of CTCI around the globe are progressing steadily. The projects being affected are also under control. Together with 7,000 workers of the Group as well as the owners and business partners around the globe, we will keep on reducing the impact and risk that the pandemic brings to our projects through efficient and immediate communication and management.

To enable our clients and investors from all over the world to get the latest news about how CTCI is affected by the epidemic, each business unit not only communicates with clients actively, but this "COVID-19 Notice" section has also been established so that our current situation can be known by all of our external stakeholders with greater transparency. We will continue to pay close attention to the global situation of the pandemic and adopt the necessary strategies in response to the related regulations from the government. An update will be issued if there is any important change.
