Taiwan Guardian of Sustainable Earth: CTCI Secures Bid for Chiayi Green Energy Sustainable Circulation Center BOT Project

Chiayi, April 10, 2024- CTCI, Taiwan’s largest engineering, procurement and construction (EPC) services provider, is the only one in the nation that provides investment, plant-building, operation, and waste management services related to Energy-from-Waste (EfW) plants. Recently, “The Green Energy Sustainable Circulation Center BOT Project in Chiayi City” was successfully secured by CTCI, in collaboration with its affiliates ECOVE Environment Corporation and ECOVE Environment Services Corporation, and established a concessionaire called ECOVE Chiayi Energy Corporation.

This project is to establish an EfW plant powered by green energy through demolishing the existing EfW plant, with a concession period of 27 years that include 3 years of construction and 24 years of operation. The EfW plant is expected to be completed by the end of 2027, starting operation in 2028. By then, the daily waste disposal capacity will increase to 500 tons, up from 300 tons processed by the existing plant. The increased waste disposal capacity will help Chiayi City achieve the demand for independent treatment of waste.
As a company dedicated to “green engineering,” CTCI will introduce cutting-edge technology and equipment for incineration and pollution prevention that contributes to high efficiency of heat recovery, power generation, and the lowest emission concentration of NOx among incinerators in Taiwan. CTCI will also apply several water-saving and energy-saving technologies to reduce pollution and energy consumption in this project.
Moreover, the administrative building of this project will adopt the Nearly Zero Carbon Buildings standard, the highest standard of the building energy efficiency rating system developed by the Ministry of the Interior, and installed solar panels to achieve low energy consumption and 100% independent power supply in an effort to further meet net-zero goals. In alignment with the trend of net-zero buildings, the administrative building of this project will set a new example of low-carbon building.
CTCI has a deep root in the resource cycling industry for nearly 30 years, operating 9 EfW plants domestically and 2 municipal EfW plants in Macau. To date, it has helped governments and owners address waste treatment through EPC, O&M, annual maintenance, system and equipment upgrade, and commissioning, servicing over two-thirds of EfW plants across Taiwan.
