Taiwan Guardian of Sustainable Earth, CTCI Inaugurates
First Phase of Chungli Water Resource Recycling Center


Chungli, April 8, 2024- CTCI, Taiwan’s largest engineering, procurement and construction (EPC) services provider, held an inaugural ceremony hosted by Simon Chang, Taoyuan City Mayor, on April 8th for the completion of the first phase of the Chungli Water Resource Recycling Center, which is part of the Chungli Sewerage Treatment BOT Project contracted to CTCI & HDEC Water Business Corporation (CTCI & HDEC WBC).
Chungli sewerage system project is one of the most massive public infrastructure in Taiwan in recent years. With the completion of the first phase of the water resource recycling center, it is estimated to process 39,200 tons of domestic wastewater from 70,000 households.
With a concession period of 35 years, the project is divided into four phases to establish a water resource recycling center, 246km of sewerage pipelines, and household connection pipes to serve approximately 200,000 households. Set to be completed in 2040, the system is estimated to process up to 156,800 tons of wastewater daily and raise the rate of pipe connection to 32% across Taoyuan City, significantly improving the environment and water quality in the southern region of the city to bring a better living environment to residents.
Take water resource recycling center for example. Not merely is it an environmental education center, but a place for public leisure that integrates with the environment and landscape to form a circular movement system. To make better reuse of water resources, the treated water will become the source for the Chungli Water Reclamation Plant to produce reclaimed water for industrial use in Chungli, Dayuan, Yangmei and Pingzhen regions.

This project has an extensive range for wastewater collection, covering the bustling regions of Chungli, Pingzhen, and Longgang, areas near Chungli and Neili Freeway Interchanges, as well as the specific areas of Taoyuan High Speed Rail station.
To effectively manage the 6,000-hectare pipe construction, the project team has established a Geographic Information System, ensuring smooth transition in personnel over the 18-year construction period to finalize household connection pipes in the shortest time possible.
