Safe Working Environment

Policies and Systems

CTCI's HSE policies' focus is on "total safety." The Company continues to make improvements to employee health and wellbeing, environmental protection, risk management, compliance with legal and contractual requirements, and total employee engagement to provide a safe and secure workplace for all colleagues. CTCI requires all employees and workers to abide by HSE policies and procedures on entering its plant facilities. At the same time, the policy statement scope applies to the due diligence in the merger & acquisition process, and suppliers and working partners are fully informed of CTCI's HSE policies and procedures, to ensure the safety and health of all employees.

CTCI continues to maintain the effectiveness of ISO 14001 & ISO 45001 management system verification, and according to domestic Occupational Safety and Health Management Regulations, establishes Taiwan Occupational Safety and Health Management System (CNS 45001) which covers the first and second headquarters buildings of CTCI Corporation and all project sites, with a coverage rate of 100%.


Construction Safety and Quality

Near-miss incidents are closely monitored and corrective measures taken, as near-miss incidents are key to identify potential risk. In 2022, there will be a total of 66 near-miss incidents, and for the reported near-miss, the construction site is required to strengthen the publicity of safety precautions to prevent occupational accidents. In light of the fact that most industrial accidents are caused by unsafe behaviors and the environment, CTCI also champions BBS (Behavior-Based Safety) at project sites, in addition to the first HQ building. First-line operators, including vendors, first observe and record unsafe behaviors and conditions.

In addition, we increase the frequency of HSE audits on weekdays and holidays, and implement hierarchical audit management. The audit team consists of the management of each Business Unit, Construction Department, and HSE Management Department, and conducts audits on-site irregularly. The project needs to complete the deficiencies improvements within 3 days, and review meetings would be held quarterly to examine the implementation level of the HSE management on the site of each project.

Total HSE Culture

CTCI's culture of "professionalism" is built upon the internal culture of safety. CTCI endeavors to deliver "safety first" as the top priority of professionalism to employees, with the inclusion of safety criteria in the year-end performance review. CTCI believes that the effectiveness of HSE relies on the collective effort of all employees, which "people" plays the core of a safety culture, while promoting HSE participation to all employees.

CTCI's commitment to HSE can be seen in CTCI management practices and the projects it manages. Achievements at the first HQ include the ongoing accumulation of safe man-hours (an accumulation of 60,503,986 safe man-hours from January 2007 to December 31, 2022). Many large projects are also expected toward an excellent record of safe man-hours. Among the 12 large-scale projects under construction in 2022 (with a contract value of more than 6 billion), 9 projects exceeded more than 1 million safe man-hours, and the Malaysia P1 project even exceeded 10 million. The remaining projects still continue to accumulate safe man-hours due to the progress of the project or the long construction period.


Contractor Management

To promote subcontractors to comply with HSE regulations and the company's HSE requirements, CTCI has developed the "Construction Subcontractor HSE Management Rules." These rules have been formulated to provide clear guidelines for subcontractors to follow during the procurement and contracting stage. In addition, CTCI is constantly developing innovative techniques for managing safety and health effectively. CTCI applies information technology to support routine HSE activities, including the use of the BBS observation APP, which allows workers to report observation records on-site instantly. This approach saves time on data collection and shortens the BBS observation review frequency from once a month to once a week. The instant feedback from the APP is a significant advantage as it enables a quicker response to potential high-risk hazards on the construction site and enhances workers' safety awareness at all times.


To minimize the risk and damage after an incident, the Company has established a standard procedure for incident investigation. When an incident happens, the incident is first assessed in terms of severity level, and a corresponding seniority of personnel is assigned to investigate the matter within a given timeframe. Improvement measure will be adopted according to the investigation results, followed by the issuance of case studies (Lessons Learned) for future guidance, and require all the sites to strengthen the training for employees and contractors. Feedback from engineering design, procurement, and construction units is collected to assess systemic risk. Improvements are made to policies and procedures to prevent future occurrence.


In order to implement the corporate culture of safety first, in the matter of occupational incident, we actively review and propose improvement plans, which include conducting weekdays and holiday audit teams, inspecting construction sites without notifying, strengthening vigilance in industrial safety management, and ensuring the effective implementation of HSE management mechanisms. Revise the procedure of application and management high-risk operations work permit system, and assign supervisors or set up mobile security cameras to monitor according to the risk level. Set up real-time video system equipment on the construction site, and supervisors or authorized personnel can monitor to keep abreast of the construction situation, to report and correct immediately when an unsafe behavior has been observed. In addition, the HSE accidents were made into lesson-learning, where feedbacks are reported back to the on-site safety management, and all the project sites are required to implement to reduce the occurrence of accidents.
 

Healthy Workplace

Strengthen Anti-epidemic Measures

As the world has been committed to fighting COVID-19 and its unpredictable variants for the past few years, CTCI is inspired to act responsively to strengthen prevention and evaluation of possible risks and opportunities. During the epidemic, CTCI regularly updated important epidemic prevention information on the Group's healthcare platform for our domestic and foreign employees, so they could receive the latest news from the Company and government epidemic prevention agencie. We will continue to optimize our employees’ myCTCI APP, which carry out instant notification of the employees’ physical condition, footprint survey, COVID-19 rapid test, home rapid test consent form, notification of confirmed cases, and close contacts.
 
In addition, the Group's Epidemic Prevention Center was supported by internal and external resources by working with the nurses in the headquarters, Taipei Medical University Hospital, Tungs’ Taichung Metro Harbor Hospital, and Fangliao General Hospital to complete  rapid tests for 4273 domestic employees. In the same year, we started the home rapid test program for our employees to apply for home rapid test kits. To encourage employees to get vaccinated, the Group initiated vaccination incentive several times. In response to varinats of COVID-19, the Group adjusted internal epidemic prevention measures in a rolling wave planning. These measures include: provide epidemic prevention supplies for overseas business trips, strengthen visitor management, trace and manage contacts and close contacts, tighten epidemic prevention for foreign workers, disinfect public areas in office buildings and construction sites.

 

Group Healthcare Platform

To take good care of employees’ health, CTCI has created Group Healthcare Platform to provide information regarding epidemic prevention information, healthcare, and health checkup. The platform features include the latest health information from the government, Group epidemic prevention, health checkup and hospital list, health questionnaire identification (abnormal workload, human factor risk assessment, maternal health assessment and mental health related measurements), and registration for various health promotion activities, with a total of 10,211 views. 
 
In addition, from 2021 to 2022, a total of 180 internal announcements were posted on the EIP website, including epidemic prevention announcements, 159 posts of epidemic prevention information in the epidemic prevention section, and 55 posts of health information (such as chronic disease prevention and control, epidemic prevention and healthcare, exercise, medication and food, etc.). The health examination section and health information on the platform will be updated from time to time.
 

Health Risk Identification and Management

Health Risk Management

CTCI has been committed to creating a healthy and friendly workplace environment, to care and protect employee health. In recent years, health center has been committed to breaking traditional health management practices, by establishing sysmetic health management model, to prevent occupational disease and promote employee personal health while achieving comprehensive health management.

 

Risk Identification System

We have developed an electronic risk identification system that includes abnormal workload identification, business trip risk identification, and human factor risk assessment and identification. Employees can get identification results immediately after completing online questionnaire. Nursing personnel would analyze the identification result and determine if there is a need to offer health education and on - site physician health counseling to people with high risks. This is real-time interaction and paperless documentation process.

 

Health Promotion

Preventive medicine calls for a 3-level and 5-stage prevention approach and healthcare measures to end or mitigate disease progression. This is exactly what CTCI is doing, where the Group implements a consistent health management model with the ultimate goal of improving employees' health. Apart from caring about employees' physical health, our health center also launched a series of courses and lectures to help employees strike a work-family balance. Lecture themes cover disease prevention, mental stress relief, weight loss, and healthy food. In 2021, construction site immigrant worker education and promotion campaign have been initiated to help domiciled employees, expat employees as well as with program construction site employees to obtain complete health and care services through continual offering of various caring services and supportive environment.

 
CTCI has established Employee Welfare Committee in charge of promoting employee welfare.
 
In order maintain the benefits of our employees, CTCI has established an employee Welfare Committee and allocated expenses for: general welfare, recreation, education and other benefits. In 2022, the employee welfare expenditure amounted to NT$71,453,927. In addition to the selected commitee members from each department, the Welfare Commitee also established an office and two administrative personnel to provide comprehensive services and consultations.

 
CTCI has been actively promoting clubs for our employees as a channels to relax both physically and mentally. In 2022, with relaxation of the epidemic prevention measures, we organized 18 clubs with various activities such as lectures, courses, and outdoor activities to create a learnig and sharing workplace atmosphere. The operating funds of the association come from the annual budget planned by the CTCI United Vocational Welfare Association. In addition, the clubs can propose ideas on different creative activities, and apply for additional subsidies for organizing and participating in various activities.
