A healthy Workforce Enabling Sustainable Competitiveness: ECOVE’s Practical Experience in Safety and Health Management.
ECOVE, a subsidiary of the CTCI Group, is committed to its core value of “Cherishing Every Resource.” Deeply rooted in the resource recycling and environmental services industries, its operations cover incineration, electromechanical maintenance, waste collection, transportation, and recycling processes. These diverse operational models involve rapidly changing risks. For enterprises, achieving “Zero Accidents and Zero Injuries” is more than a management goal; it is a foundational pillar for operational resilience, talent retention, and brand trust. The implementation and transparency of Occupational Health and Safety (OHS) have become increasingly integral pillars of sustainable governance. Recognizing employees as its most valuable assets, ECOVE adopts the internalization of safety awareness as its core strategy. By leveraging technology and digitalization to advance smart safety management, the company transforms health and safety from a regulatory requirement into sustainable, verifiable daily practices.
I. From Commitment to Consensus: Shaping a Culture Centered on "Occupational Safety as a Priority"
With an unwavering commitment to comprehensively safeguarding the physical and mental health of employees, ECOVE is dedicated to internalizing safety awareness. The company upholds the principle that "safety is everyone's responsibility” and embraces the philosophy that "prevention is better than cure." In terms of management philosophy, safety is not secondary to performance; rather, it is the prerequisite for all operational achievements. Therefore, safety culture is not merely a slogan but must become the daily mindset and code of conduct for every employee.
II. Implement Safety Standards at the Source: Making Safety a Standard Component of Every Operation
Accidents often result from neglecting details. Therefore, ECOVE emphasizes that safety management must address three key aspects: systems, execution, and awareness, to establish a comprehensive protective network. Source management and rigorous risk control must be implemented in every operation. The focus should not be on post-accident remediation but on shifting the control point forward, enabling risks to be identified and mitigated before they occur.
III. Embedding Requirements into Processes: Promoting “Layered Controls” Through a Maintenance Management Information System
To ensure the effective implementation of safety requirements, ECOVE utilizes its proprietary maintenance management information system to organize and streamline critical aspects of safety management. This system enforces the integration of hazard analysis and regulatory standards through a tiered process of application, verification, and approval, thereby ensuring accurate and effective on-site isolation and protective measures while preventing shortcuts. Additionally, a pre-operation assessment process encourages employees to proactively identify potential hazards. This approach transforms passive regulatory compliance into a proactive, preventive mindset, resulting in more consistent and traceable risk management.
IV. On-site Immediate Feedback and Improvement: Inspecting Conditions and Providing Reports to Prevent Hazards from Escalating into Accidents
Beyond rules and systems, on-site execution is the true measure of a company’s culture. ECOVE emphasizes that every employee acts as a safety gatekeeper by proactively identifying risks, reporting them immediately, and offering suggestions for improvement. If a risk has not been eliminated, operations should not be carried out prematurely. Through on-site inspections and prompt reporting, risks can be detected and addressed quickly, preventing potential hazards from accumulating during daily operations and ultimately averting accidents.
V. Building a Healthy Workforce: From “No Injuries” to Physical and Mental Well-being
A healthy workforce is the driving force behind a company's sustainable development. ECOVE prioritizes its employees by promoting diverse workplace health management and employee care programs that support individuals in achieving peak performance while maintaining a balance between mind and body. The company is committed to fostering transparent and open communication channels, ensuring every voice is heard through various mechanisms such as suggestions for improvements, complaint channels, reporting of unlawful infringement, and prevention of sexual harassment. These efforts strengthen trust and dialogue within the organization. Additionally, the company has implemented employee care assistance programs, on-site physician services, and an intelligent health management system that integrates professional medical resources to provide personalized, practical health advice.
VI. Protecting the Front Lines with Scientific Evidence: The Long-Term Governance Benefits of Tracking Dioxins
Facing potential occupational risks, ECOVE has collaborated with the Research Center for Environmental Trace Toxic Substances at National Cheng Kung University since 2008 to conduct blood dioxin level tests on specific employees at incineration plants and has continuously monitored these levels. The results show an average of 9.7 pg WHO-TEQ/g lipid, significantly lower than the Taiwanese average of 19.7 pg WHO-TEQ/g lipid. This long-term data has also been submitted to a professional journal, scientifically validating the company's effectiveness in occupational safety and engineering improvements, ensuring that “health protection” is not merely a promise but can be continuously calibrated and enhanced based on evidence.
VII. Supporting Family Care Through Institutional Mechanisms: Ensuring Employees Receive Care When They Need It Most
The ultimate goal of safety and health governance is to enable people to work with peace of mind and live stable lives. ECOVE continually enhances its employee care system and has introduced “Well-being Care Leave” to support employees in balancing work and family life. This initiative embodies the principle that “taking care of employees is taking care of the company,” thereby establishing a stronger talent foundation for the company’s sustainable growth.
VIII. From Systems to Beliefs: Advancing Intelligent Safety Management by Enhancing Early Warning Capabilities through Data and Technology
ECOVE's safety culture is not a top-down directive but a belief internalized by all employees. The management team leads by example, actively participating in inspections and training, and upholding “safety before performance” as the highest guiding principle in decision-making and management. To continuously optimize safety governance, the company enhances its protective capabilities through regular cross-plant exchanges and case sharing. It will also continue to promote digital transformation by leveraging big data and artificial intelligence technologies to drive smart workplace safety, strengthen risk prediction capabilities, and shift safety management from “passive protection” to “proactive early warning,” thereby creating a more trustworthy workplace environment and generating value for society.
Conclusion: Transforming “Going to Work Happily and Returning Home Safely” into a Sustainable Competitive Advantage
Looking back at ECOVE’s journey, it reflects steady growth and ongoing development: internalizing safety awareness to build consensus, proactively identifying risks through systems and processes, continuously tracking and improving through on-site inspections and feedback, demonstrating long-term effectiveness through health promotion and scientific evidence, and strengthening the company’s cultural foundation under the guidance of systems and leadership. This enabled ECOVE to win the “Emerging Role Model” award in the Ministry of Labor’s “Sustainable Leading Enterprise for a Healthy Workforce” Award in 2024 and 2025, demonstrating its achievements in employee health, occupational safety and health, and sustainability promotion. This recognition not only reflects CTCI’s top-down emphasis on safety and health management but also highlights the Group’s commitment to the future: making safety a daily habit, continuously building sustainable corporate resilience, and working together to create a safer, healthier, and more sustainable society.
