J.J. Liao, CEO of Group Resource Cycling Business, CTCI

Driven by global net-zero transition and the robust expansion of high-tech industries, demand for green infrastructure development, operation, and maintenance (O&M) services—such as resource cycling and water management—continues to grow worldwide. ECOVE, the Group Resource Cycling Business arm of CTCI, has been dedicated to the circular economy sector for nearly three decades. Combining the powerful turnkey engineering capabilities of the parent CTCI Group, ECOVE’s four core businesses include "Energy-from-Waste (EfW)," "Water Resource," "Recycling & Reuse," and "Electromechanical Facility Construction & Maintenance." By providing end-to-end, one-stop services ranging from investment and development to construction and operation, ECOVE is steadily opening up business opportunities in the global green transformation.

An Experienced EfW Plant Operator Ready to Expand Domestic and Overseas Presence

EfW plant O&M is a core business that ECOVE has cultivated for many years. ECOVE currently operates and maintains 11 EfW plants in Taiwan, processing approximately 50% of the volume handled by private large-scale facilities and accumulating rich experience in operation, maintenance, and efficiency upgrades. Processing roughly 2.57 million tons of waste per year, these facilities generate about 1.55 billion kWh of electricity and help reduce around 720,000 tons of carbon emissions, demonstrating the combined value of resource cycling and energy conversion.

Among the recent landmark projects, the Keelung EfW Center ROT project has entered operation, with equipment efficiency improvement and replacement underway; the Chiayi City Green Energy Sustainable Circulation Center BOT project is currently under construction; the Changbin Low-Carbon Recycling and Disposal Center continues to advance through environmental impact assessment procedures; and overseas, the Melaka EfW Center in Malaysia is being constructed at full speed, with ECOVE set to participate in its future O&M work.

Since there will be increased demand for new EfW plant construction and old EfW plant upgrade in Taiwan, ECOVE will actively pursue ROT and O&M opportunities for facility asset life extensions. Simultaneously, we will join hands with the parent group to leverage synergies in winning BOT and DBO projects, while keeping a close eye on emerging opportunities such as food waste biomass energy. In overseas markets, building on our proven track record, we will deepen strategic partnerships with local players to expand into high-potential markets across Southeast Asia, India, and Australia, continuously growing our EfW business footprint.

Strengthening Water Services to Empower Stable Water Supplies for High-Tech Industries

In the face of extreme climate challenges and the rapidly growing water demands of high-tech industries, a stable and sustainable water supply has become vital for national and industrial development. Having operated in the water sector for many years, ECOVE's wastewater treatment volume reached approximately 36 million tons while reclaimed water output reached about 65 million tons in 2026, maintaining stable operations across water treatment and water reclamation facilities in New Taipei City, Taoyuan City, Tainan City, Kaohsiung City, and other regions. In recent years, ECOVE has actively expanded its businesses in the water reclamation and seawater desalination markets. Projects such as the Southern Taiwan Science Park Water Reclamation Plant Expansion & O&M Project and the Hsinchu Seawater Desalination Plant Construction & O&M Project are progressing steadily, successfully building a comprehensive suite of water resource service capabilities spanning wastewater treatment, water reclamation, and seawater desalination.

Moving forward, ECOVE will pinpoint domestic demand for new water reclamation and seawater desalination plants. Simultaneously, aligning closely with the global footprint of high-tech giants, we as a supply chain player will extend our water resource services to international markets such as Singapore and the United States.

Advancing Recycling & Reuse to Deliver Zero-Waste Solutions for High-Tech Sectors

With the rapid development of high-tech industries, waste types and treatment demands have become increasingly diverse, driving up demand for resource cycling and zero-waste solutions. Apart from enhancing existing technologies, ECOVE develops innovative solutions in collaboration with strategic partners. By integrating material and energy recycling applications, we process diverse waste streams and deliver comprehensive services from technical evaluation, investment, and development to construction, operation, and product sales. Representative projects include the sulfuric acid resource recovery plant and the waste liquid thermal treatment facility currently under construction at the Southern Taiwan Science Park Zero Waste Center, as well as the construction, operation, and product sales of waste solvent/waste liquid treatment and recovery systems for major technology firms. Furthermore, we are investing in waste photovoltaic panel recycling facilities to meet future demand for emerging waste recovery.

In terms of carbon emissions reduction and resource recovery outcomes, ECOVE successfully recycled approximately 20,000 tons of waste solvents this year and regenerated about 5,600 tons of industrial-grade solvents through recovery, reducing around 5,706 tons in carbon emissions. Meanwhile, the purity of recovered solvent products improved from 99.5% to 99.9%, advancing toward the goal of electronic-grade purity of over 99.95%. As high-tech clients expand their footprints into countries such as the United States, Japan, Germany, and Mexico, ECOVE will combine its successful experience in Taiwan with strategic partnerships to replicate this high-tech circular economy model overseas and capture global zero-waste opportunities.

Enhancing Electromechanical Facility O&M to Expand Green Power and Energy Services

In electromechanical facility construction and maintenance, ECOVE extends its service capabilities to diverse domains, including high-tech manufacturing plants, EfW centers, water treatment facilities, and public transit stations, helping clients upgrade equipment, optimize operations, and extend asset lifespans. In renewable energy, we specialize in the investment, development, operation, and maintenance of solar PV systems, while actively expanding into green electricity trading and power ancillary services. Currently, solar PV investment and development stands at approximately 148 MW, with around 125 MW grid-connected; the total maintenance volume for self-owned and third-party sites has reached 467 MW. ECOVE also participates in Taiwan Power Company’s 5 MW automatic frequency control ancillary services, with contracted green power wheeling volume reaching 72 MW. Additionally, ECOVE acquires 400 Renewable Energy Certificates (T-RECs) annually, contributing to CTCI Group's net-zero goals. In the future, ECOVE will further integrate with EfW centers to continuously expand certificate output and broaden its energy service footprint.

From Taiwan to the World Stage: Becoming the Most Reliable Resource Cycling Services Leader

Looking to the future amid the waves of net-zero transition and global high-tech industrial upgrades, ECOVE will continue to uphold its core principle of "Every Resource Counts." By deepening its existing core businesses and harnessing CTCI Group’s turnkey engineering strengths, ECOVE seeks to meet Taiwan’s green infrastructure needs. At the same time, aligning with the global footprint of the group and its high-tech clients, we will collaborate with local partners to export Taiwan’s mature technology and operational expertise to potential markets worldwide—advancing toward our goal of becoming the "Most Reliable Resource Cycling Services Leader" and realizing CTCI Group’s ESG vision as a "Guardian of Sustainable Earth."
