CTCI Helps Construct Ancillary Facilities of Taipei Dome Park, Taiwan’s Largest Indoor Sports Arena

In the Taipei Dome Park project, an international-level large indoor sports facility, CTCI Smart Engineering Corporation (CTCI SEC), an affiliate of CTCI Group, was responsible for the electrical and plumbing systems of the dome’s ancillary facilities, which include hotel buildings, office buildings, cinema buildings, as well as public areas, hotel/office building, and cinema parking lots. The Dome Park can accommodate 40,000 seats and is designed as a venue for large-scale international, thematic, sporting, cultural, as well as educational events, such as ball games and shows. According to the Taipei City Government’s “Invitation for Public Participation in the Construction and Operation of the Taipei Cultural and Sports Park Indoor Sports Arena Development Project,” the purpose of this project is to construct a venue to hold large-scale and multi-functional indoor activities, and to integrate the venue with the cultural resources prevalent in the nearby historical site, the Songshan Tobacco Factory, so as to create a new focal point for urban tourism.

Comprehensive Design and Construction Services

In this project, the multiple park facilities contracted by CTCI SEC were originally scheduled by the city government to be completed within a period of three years. Due to the tight schedule and the adoption of the top-down construction method, the project started with collaborative planning, design, procurement, and construction from the early stages. Simultaneously, operations were initiated and regular cross-functional meetings were held to achieve effective on-site management coordination and resource integration. Cross-project communication allows for smoother execution by the entire team, reducing instances of miscommunication and duplicate construction, resulting in more efficient overall construction and meeting the owner’s expectations in terms of schedule and quality.

However, in the case of the Taipei Dome, the Taipei City Construction Management Office found during the on-site inspection in May 2015 that 79 major structures of the project were not built according to the approved drawings, with a discrepancy rate of approximately 70%. Although the ancillary facilities of the park contracted by CTCI Smart Engineering did not have this problem, they were also ordered to stop construction for a period of five years along with the rest of the park by the Taipei City Department of Urban Development. During this suspension, the CTCI SEC team continued to uphold its responsibilities and obligations as a contractor, assisting the owner in carrying out 14 approved safety and disaster prevention maintenance projects, ensuring the overall safety and operation of the construction site for the Taipei Dome.

In August 2020, after undergoing seven urban design reviews, two environmental impact assessments, two fire safety performance assessments, and passing a fire evacuation simulation, the Department of Urban Development approved the design modifications and agreed to the resumption of work. However, upon resuming work, there was a significant challenge in dealing with the substantial differences between the revised design drawings and original drawings. To address the issue effectively, the CTCI SEC team first conducted a comprehensive inspection of the entire area and equipment. They meticulously compared the current construction drawings with the revised design drawings to provide the best solution that considers both professionalism and cost-effectiveness for the client. They achieved the design requirements through efficient changes, and assisted the client in integrating the power demands from the equipment modifications. All of this was accomplished within a short time frame to meet the overall project objectives.

Innovative Engineering

Adopting High-Efficiency, Energy-Saving, and Water-Saving Designs

This project incorporates multiple energy-saving and water-saving designs to enhance the efficiency of its resource utilization and achieve sustainable benefits. For example, in terms of lighting, the required lighting efficiency of the building is based on the illuminance standard and total power consumption density. The lighting control method involves selecting high luminous efficiency light sources and using stabilizers, lighting controls, and high-efficiency fixtures. For another example, in terms of conserving water resources, we focused on two main areas: water conservation and recycling. We have comprehensively implemented water-saving equipment, including dual-flush toilets, automatic flush sensors for urinals, and low-flow showerheads. As for water resource recycling, we have a rainwater harvesting system in the basement that serves as a supplementary water source for outdoor lawn irrigation and landscape ponds, as well as for emergency fire-fighting water.

Having resumed work after years of suspension, this project has faced numerous changes in the client’s design drawings and uncertainties regarding the condition of the on-site equipment. Despite the immense workload, the project team has been able to gradually complete each stage of the project with limited human resources. Despite the additional workload being complex and tedious, the project team maintained professionalism and proactive communication, successfully completing this landmark project.
