Pingtung Shengli Park is a demonstrative public off-street parking project kicked off by Taiwan’s Ministry of Transportation and Communications under the “Parking Improvement Plan,” which is part of the Executive Yuan’s "Forward-Looking Infrastructure Development Program: Urban and Rural Construction." Located at the heart of Pingtung City’s bustling commercial district, the park is engineered with two purposes: To meet people’s parking needs and create an excellent community environment. On the ground level, the inclusive park allows easy access for people of all ages and with disabilities, while the 276-car capacity parking lot occupies two stories underground, equipped with convenient and intelligent recognition system devices. Once completed in December 2021, it will become the first intelligent underground parking lot that meets Taiwan’s "Silver-Class Intelligent Buildings" criteria, serving the public, improving community landscape, and promoting urban sustainable development.

This project involves the excavation of the deepest underground parking lot in Pingtung City to date. Since the construction base is very close to residential buildings and consists of a weak sand and gravel stratum, construction calls for careful planning and strict quality control to avoid impact on neighboring residential buildings and roads from excavation and pumping operations. Precaution measures include: conducting pre-construction surveys and assessment of neighboring residential buildings, protecting neighboring residential buildings with micropiles, setting up monitoring instruments, and inserting the bottom of the diaphragm wall into the impervious clay layer to reduce subsidence caused by sedimentation during pumping operations. CTCI REI has also implemented control measures such as ultrasonic testing, coal combustion product (CCP)-based waterstop grouting, and diaphragm wall integrity test to ensure construction quality for the concrete structure of the diaphragm wall and minimize the impact of the construction process on surrounding buildings and facilities.

Project Highlight

I. An Inclusive Park that Meets the Needs of All Ages

Chongren New Residential Quarter Military Dependents' Village, where this project is located, lies at the heart of Pingtung City. There is a large population in the surrounding communities, and yet recreational services and facilities such as parks and green spaces are limited. The construction of the underground parking lot provides an opportunity to create an inclusive park on the ground level that serves as a venue for the young, the middle-aged, and the elderly residents in neighboring areas and fosters common experience. Inside the park, residents are guided by a green boulevard into a green environment, while gentle slopes and stylish stairs are used to enrich terrains. Moreover, spaces in the park are divided into various areas according to age group, such as a space equipped with a circular trail and exercise facilities for the elderly, an area comprising an observation deck with different terrain elevations and recreational chairs for teenagers to interact and chat with each other, as well as a section consisting of an ice skating rink, climbing frames, a sandpit, and a sunny turf for young children to run around, play, and have fun, thereby meeting the needs of three generations of families and different age groups for space and environment.

II. Planting Design That Accommodate Seasonal Changes

The planting design for this project aims to highlight the seasonal plant changes. Taking into account of the local climate and geographical characteristics, ornamental flowers and trees that provide shade have been selected as primary plants in this park, so that people can have a nice stroll. Decorated with camphor and bishop wood, the green boulevard will have a shading effect, and pedestrians can enjoy sunlight glittering through the leaves when strolling. The flame trees at the park’s main entrance will be the main attraction all-year-round, particularly during blooming season, when it will be a visual treat to look at their bright red flowers and beautiful tree contours. On the other hand, the outer area of the park will be dotted with golden shower trees, while yellow ebony trees and Hong Kong orchid trees will sit on the park’s southern side, eliciting a romantic atmosphere along the flower trail. Together, they form an ecologically and environmentally friendly design for the inclusive park.

III. A Well-Planned Parking Lot Ensures Safety and User-Friendliness

CTCI REI is committed to creating a parking environment that is safe, convenient, and comfortable with the help of intelligent technologies and user-friendly designs. Examples include: Barrier-free and women parking spaces located near the entrance and exit of elevator halls; parking spaces for electric vehicles located near machine rooms; easy identification of parking spaces by zone and floor using different colors; and safe pedestrian walkways designed with the principle of pedestrian and vehicle separation.

Smarter Engineering

Building the First-Ever Underground Parking Lot in Taiwan That Meets the Silver-Class Intelligent Buildings Criteria

One of the goals of this project is to create the first intelligent underground parking lot in Taiwan that meets the "Silver-Class Intelligent Buildings" criteria. For this purpose, an intelligent parking system is incorporated into this project, in conjunction with active sensing and sustainability features, such as energy saving and carbon reduction. The parking lot contains a variety of intelligent, convenient and easy-to-operate systems, such as: "Energy-saving lane lighting," which lights up in advance when a vehicle passes by; "parking guidance system," which can detect whether a parking space is vacant or not; "intelligent vehicle search system," which makes it easy for people to get to their vehicles; "multiple payment systems;" and "license plate recognition system." These systems can greatly improve ease of use, and therefore makes the parking lot time-saving, convenient and efficient.

Throughout this project, CTCI REI project team has demonstrated its clear judgment and adjustment capabilities under the supervision of the owners (i.e., Directorate General of Highways, West Coast Expressway Southern Region Temporary Engineering Office, and Pingtung County Government) and with the joint efforts of all parties.
