Transform HSE Culture with Company-wide Engagement

To companies, building OH&S in the current global environment is not a burden. Instead, it is an opportunity, which is essential for achieving sustainable operations. No one would like to see an incident occurs in the workplace; however, realizing the vision of zero incidents requires company-wide engagement to form a robust HSE culture. With our people-centered values, protecting the life and safety of workers is CTCI’s number one priority. We not only continually advance our management mechanisms to ensure the working environment is safe but also implement various HSE activities to increase HSE awareness among employees so that HSE practices can be carried out smoothly. We constantly improve safety culture and are devoted to integrating HSE into the daily work and lives of employees. In recent years, we have further developed “CTCI Group HSE Serial Activities”, integrating various HSE promotion campaigns and cultivating CTCI HSE culture more systematically in the workplace. In order to maximize the benefits of the activities and exert CTCI’s influence, beside all of our employees, we also invite subcontractors to participate in the activities to pursue HSE excellence together and the activities are also planned in line with the “National Occupational Safety and Health Week Implement Plan” established by the Ministry of Labor’s Occupational Safety and Health Administration. The “CTCI HSE Serial Activities” can be roughly categorized into “Letters from Top Management”, “Activities for All Employees”, “Site HSE Promotion”, “Subcontractor Forum”, and “CTCI Annual HSE Meeting”.
Letters from Top Management
Support from top management is critical to the success of the activities organized. Therefore, during “CTCI HSE Serial Activities”, CTCI Group Chairman, John Yu, and the top management of each company addressed letters to their workers, expressing their care for employees, the importance of life and safety of employees and their support for the HSE activities. Through the letters, the top management also encourages workers to continuously create a safe and healthy working environment together.

Activities for All Employee
The purpose of organizing HSE Serial Activities is to strengthen all colleagues’ awareness to HSE related issues, thereby enabling them to discover the connection of HSE to daily work/life. In order to attract colleagues to participate in the activities, we developed various interesting contests including “Safety Moment Slides Contest”, “Photo Shooting Contest” and “HSE Quotes Contest”. Colleagues can discover HSE issues or matters around them through taking a photo, making slides, or creating an interesting quote, and consequently, learn about related HSE concepts or acquire new knowledge about the subject. Furthermore, we also collaborated with the Institute for Information Industry, and the Ministry of Labor’s Institute of Labor, Occupational Safety and Health, introducing Virtual Reality (VR) and Augmented Reality (AR) for filming actual sites, producing hazard identification games and holding the “HSE AR/VR Experiencing Activity” to strengthen employees’ hazard identification ability through different training modes.






Site HSE Promotion
Compared with office environments, worksites have higher HSE risks. In order to reduce the risks and increase the effectiveness of on-site HSE management, we invited clients, project management teams, on-site engineers and subcontractors to join our on-site HSE promotions. During the past two years, besides conducting the “Campaign of Improving Common HSE Defects” at all domestic and foreign project sites to learn from incidents that previously occurred and audit non-conformities, we have also held “Life-Saving Rules Promotion” to introduce the 12 CTCI core life-saving rules, 7 supplementary life-saving rules, execution, and punishment measures to all on-site personnel.




Subcontractor Forum
Completing a project smoothly requires effort from all subcontractors. In order to motivate subcontractors to invest resources into HSE and build a safe and healthy working environment together, in 2019, CTCI held 9 “Subcontractor HSE Management Forum” in Taiwan, Beijing, the Philippines, Thailand, Singapore, India and invited subcontractors to attend. During the events, CTCI not only communicated our HSE policy to the subcontractors, but also gave out awards to outstanding subcontractors and invited them to share their HSE practices and experiences with other subcontractors to strengthen interactions between them.




Group Annual HSE Meeting
There are more than 40 companies under the CTCI brand, and each and every company plays a part in projecting CTCI’s brand image, therefore, CTCI has been promoting “Alliance Lead” since 2017 to ensure that all companies apply the same health and safety management standard and that there will be no difference in health and safety management standards among them, even with the variance in size and other characteristics of the companies. In order to facilitate the interaction between the companies, CTCI HSE Management Dept. held “Annual CTCI HSE Meeting”, which enabled HSE Heads of each company to share their experience and specialty, as well as learn from each other.

Organizational health and safety is the foundation for a business to build sustainable operations. When a workplace incident occurs, it not only causes harm to workers, it also impacts the productivity and reputation of the company. CTCI believes that “employees are the most valuable assets of the company” and has always prioritized workers’ safety. We will keep pursuing “HSE excellence” and provide even safer and more reliable engineering services so that every worker and their family will rest assured knowing that will return home safe at the end of the day and as a result, clients will be even more willing to entrust their project to CTCI.
