CTCI Created a Green Landmark: The First National-level Agricultural Biotechnology Park in Taiwan

The Pingtung Agricultural Biotechnology Park (PABP) is located in Pingtung County, which is the first national-level agriculture biotechnology park in Taiwan. Since its operation  in 2006, 104 companies have stationed and developed in the PABP and make it  a critical industry hub. Currently, as the occupation level of the park is nearly saturated, the Council of Agriculture has therefore organized the "PABP expansion project" on the land with an area of 165.4 hectares on the northeast side of phase 1 of the park (i.e. phase 2 construction).

CTCI Resources Engineering Inc. (CTCI REI), with the exceptional execution experiences for phase 1 of the park, won the ardent supports from judges and obtained the opportunity for the second round. Currently, phase 2 of the park is under construction. And the construction is estimated to complete in the first half of 2020.

CTCI REI exhibited outstanding engineering and design competencies for the project so that no flooding occurred in the park since the launch of phase 1 of the PABP. Furthermore, with the comprehensive public facilities, which are fully integrated and designed to coexist with the environment, the tourism plants in the park became increasingly popular, and has  been an emerging tourist attraction in Pingtung in recent years. The PABP uses its biotechnical production capabilities to drive the local economy, and in turn become a green landmark for Taiwan.

Premium Planning and Design Adjusted by Local Conditions

The considerations of extreme precipitation brought by climate change which may affect the production capabilities of the park had been implemented in the project. CTCI REI designed three ecological detention ponds with a total area amounted to 19 hectares in phase 1 base, allowing the park to survive through multiple times of scarce torrential rain; there has been no flood occurred since its completion.

Furthermore, CTCI REI has rigorous project execution capabilities; it introduced concepts of BIM (Building Information Modeling, BIM) and LID (Low Impact Development) as early as the planning stage, allowing the project to attend to disaster prevention, environmental friendliness, as well as green and lush scenery.

Technical Matters

Build an Intelligent Underground Pipelines Management System in Response to the Future Management Requirements of the Park

Considering the management of underground (U/G) pipelines integrated from  numerous companies in the park, CTCI REI built the intelligent underground pipelines management system and introduced the BIM at the beginning of design stage to prevent possible collision of pipelines from happening. During the construction stage, the construction BIM is performed by contractors to optimize the construction process and schedule, and thus further performing construction security inspection with 3D simulation and  increasing its efficiency.

Smarter Engineering

Sustainable Design--the First Park with Green Roads

Green roads are known as the "sustainable roads" aiming at energy-saving and carbon dioxide emission reduction. CTCI REI is a pioneer in 
Taiwan to apply the "green road assessment system" in ecological park which is adopted in the design stage as the best solution to achieve construction reduction, waste reduction, local ecology consideration, and optimizing land usage. Consequently, the performance has obtained the firm recognition from the owner.

The designs for the reduction of construction and carbon dioxide emission are shown as follows:
‧Balance the soil excavation and filling,
‧Adopt LED energy-saving lighting,
‧For landscaping, made good use of the existing tree species in the afforestation area,
‧Design a tree tending area for growing trees to be used in phase 2 of the park,

Green road carbon dioxide emission reduction concept.

The Environmental Impact Assessment (EIA) for the project requires that "the total permeable rate within the base shall be 60% or above, and the other green lands, carparks, roads, and detention ponds, etc. shall achieve the permeable rate of 100%." Therefore, CTCI REI introduced the concept of LID (Low Impact Development) and combined it with the following methods to increase the green coverage ratio:
‧Infiltration trenches and infiltration manholes are adopted,
‧Permeable bricks and permeable concrete are adopted for the pedestrian walk,
‧Rain gardens and bio-retention cells are established at central divisional islands on roads and planting belts,
‧Ecological ditches are adopted for large-scale green lands,
‧Permeable bricks and grass bricks are adopted for carparks,
‧The 100% permeable soft bottom pond are adopted for the detention ponds, along with the multi-layer planting design.

The above methods may effectively preserve the space for ground runoffs, postpone the occurring time for flood peak, and achieve the requirements of 100% green land permeable rate of the environmental assessment, forming a green landmark of PABP in Taiwan.

During the planning and design stage, the CTCI REI project team had made thoughtful considerations for the future management of the park, exerting  high level of  expertise. With the completion of phase 1, comprehensive public facilities and an ecological environment have been well-established in the park.
