CTCI Creates Green Building to Ease Parking Demand in New Taipei City: San-Chung Commercial and Industrial Vocational High School Underground Parking–Design and Construction Turnkey Project

CTCI Resources Engineering Inc. in March 2017 was awarded a contract by Transportation Department, New Taipei City Government to carry out the EPC project “San-Chung District, San-Chung Commercial and Industrial Vocational High School Underground Parking–Design and Construction Turnkey Project” with a scope of 500 parking spaces for vehicles and 50 for motorcycles to ease the local neighborhood parking demand.

This project is located at San-Chung District, New Taipei City. The surrounding neighborhoods are all residential areas except the northwest side. The main traffic around the base is mainly from buses and self-use cars, and the mass transit system is more than one kilometer away from the base. The parking demand in the area is large, and the public underground parking lot is insufficient, reflecting the obvious shortage of parking spaces.

The CTCI team, with the spirit of “Professionalism, Integrity, Teamwork, Innovation”, dealt with various situations and solved related problems to make the site work smoothly, with high levels of design, communication, coordination, and implementation of safe environment. For all this, it was awarded the First Prize of "New Taipei City Urban Design Awards – Design Planning" and the Excellent Award of "New Taipei City Engineering Safety Award". It also received an award for Excellent Work in the “Golden Health & Safety Award of Public Works”, which gained the recognition and trust of the owner.

Efficient completion ahead of schedule

The contract stipulated that the project was to be completed by May 2019. CTCI team considered the operation characteristics of the turnkey project, and determined the major one to be the simultaneous nature of design and construction. In addition to the fast-track execution at the beginning of design/permit stage for early construction commencement, the structural construction stage also was actively executed to be ahead of schedule. Eventually the project was completed ahead of schedule in end-March and reported to Transportation Department, New Taipei City Government.

The efficiency of the CTCI team's execution of work was attributed to the close cooperation with the owner, active communication with external units, close coordination with the several partners, and also the CTCI team members' efforts to achieve an early completion.

Technical Matters

Beyond the contract –achieving Silver rating in green building certification

In order to meet the energy saving and carbon reduction goals, CTCI team actively incorporated green energy design in this project, including rainwater recycling facilities, water permeable pavement, base water retention, roof solar panels, thin-layer rooftop gardening, energy saving air conditioning and lighting, carbon dioxide reduction, and green building materials, natural lighting and ventilation wells to reduce mechanical ventilation. Together, these measures exceed the energy saving and carbon reduction goals stipulated in the original contract, resulting in the project a Bronze rating in green building certification, and also Silver-rated Taiwan Green Building (EEWH) certification, a demonstration of CTCI REI’s social responsibility for environmental protection.

Smarter Engineering

Integration of Building Information Modeling

CTCI REI team has introduced Building Information Modeling (BIM) since the design stage, setting up civil and M&E modules to assist the interface between design and construction. In addition to effective integration at pre-, during and post-construction, the conflicts and chances of rework were reduced, improving the construction efficiency. BIM also assists in safety reviews during construction, and further exerts the full scale of 3D simulation to assist construction safety checks and enhance efficiency.
