Enhanced Quality for the World’s Most Reliable Engineering Services
Meeting International Standards and Customer Requirements
Over the past 20 years, CTCI Corporation (“CTCI Corp.”) has held the ISO 9001 Quality Management System (“QMS”) certification (since 1996), and also obtained the second (2000) and third (2008) revisions of the international standard. The QMS-related regulations and procedures formulated and put in place by CTCI Corp. go a step beyond the requirements of the international standard, and, combined with the company’s domestic and international engineering experiences, continue to enhance and improve the implementation of the quality management requirements. As a result, the quality of all contracted engineering conforms to and satisfies domestic and international customer requirements, which has contributed to the company winning top awards for quality from the domestic government and international customers. Having gained the deep trust of its customers, CTCI Corp. continues to develop and expand the scope of its contracted engineering activities. Figure 1 below summarizes the company’s quality management initiatives in recent years:

Enhancing Quality Management Mechanisms
When the fifth edition of the ISO 9001 international standard was published on September 15, 2015, CTCI Corp. confirmed that its existing regulations and procedures were in line with the requirements of the new standard. Notably, the fifth edition emphasized the strength of a company’s leadership in managing business risks. For the goal of sustainable quality management, CTCI Corp. has modified the QMS document structure in accordance with ISO 9001:2015 High Level Structure (“HLS”), having also reviewed the existing procedures and enhanced the quality management mechanism from a process approach. These enhancements will go a long way to provide our customers with ever-higher quality engineering services that meet their needs. CTCI Corp.’s new version of the QMS procedure was announced on November 2, 2016 and includes:
- Modifications to the document structure
According to ISO 9001:2015 HLS, the characteristics of a company’s business and operational requirements, the documents are combined, revised, or amended as necessary. The structure of CTCI Corp.’s new QMS is shown in Figure 2, and can be summarized as follows:

- CP is part of CTCI Corp.’s business management documents, which regulates the operating principles of each department, and will be adhered to by the company’s entire staff.
- CQ is part of the corporate-level quality management documents, such as corporate quality management operational planning, auditing, management reviews, quality objectives and performance evaluations, corrections and continual improvements, etc.
- PQ is part of the project-level quality management documents, such as project audits, nonconformity controls, behavior-based quality management, etc.
- PJ regulates the management process of operational requirements, from project management (including general management, contract management, and control management) to project engineering, procurement, construction, and commissioning.

- In line with the revised filing structure, adjust the document numbering system and regulate the name of each level document in order to facilitate the identification and management of documents.
- It is stipulated in the document that "shall" and "should" be used to distinguish between the "mandatory requirements to be followed" and the "recommended norms" which may be adopted to facilitate reference and follow-up.
- All documents shall be written bilingually to meet the needs of colleagues around the world and promote effective communication.
Awards and Achievements
CTCI Corp. provides excellent and consistently reliable engineering service quality to our customers. Our efforts have been awarded by the domestic government and institutes, and have gained recognition from our domestic and overseas customers. These awards include the "Public Construction Golden Quality Award" for two consecutive years (2015-2016) from the Public Construction Commission of the Executive Yuan, the “Public Engineering Excellence Award” for five consecutive years (2012-2016) from the Ministry of Economic Affairs, and the overseas client awards from PETRONAS and SABIC (Figure 3).
