Introduction to Occupational Safety and Health Management from the Perspective of DJSI
The CTCI’s occupational safety and health management system has earned worldwide appreciation and scores well in social dimension in DJSI for two consecutive years
Dow Jones Sustainability Index (DJSI), established by the North America Index and Sustainable Asset Management on September 8, 1999, is the first global index to evaluate sustainable development and environment responsibility of an enterprise. It is also the most credible tool to appraise corporate social responsibility. CTCI first participated in DJSI in 2015 and won laurels and awards in “Emerging Markets” with excellent grade. CTCI is the first and the only construction company from Taiwan selected by DJSI from the Construction & Engineering sector for the award. In 2016, it also became a constituent stock of the DJSI. DJSI considers economic, environmental and socials dimensions in its appraisal of sustainable development and risk of enterprises. Each dimension considers six to seven sub-dimensions. Occupational health issue is classified under social dimension (Table 1) and enjoys considerable weightage highlighting its crucial role in sustainable development of an enterprise. On this count, CTCI has achieved high scores of PR 91 and PR 97 in 2015 and 2016, respectively, highlighting the serious attention it pays to occupational safety and health management, which earned it worldwide laurel. 【Note 1】PR 91 represents a grade higher than 91% of enterprises, and the score is in the top 9% interval. 【Note 2】PR 97 represents a grade higher than 97% of enterprises, and the score is in the top 3% interval.

Occupational health dimension in DJSI includes occupational safety and health management, risk assessment, occupational safety and health management, and safety performance, etc. We share here the methods employed by CTCI in occupational safety and health management in response to its domestic and international management needs.
Obtaining international certification and maintaining the management system
CTCI is the biggest EPC contractor in Taiwan and to maintain its reputation as an international enterprise, it has obtained OHSAS 18001, ISO 14001 and TOSHMS certifications in 2006, 2006 and 2008, respectively, and improved periodically the management systems by implementing Plan-Do-Check-Act (PDCA). To demonstrate its commitment to occupational safety and health to its clients, the president and all heads of CTCI business units have signed the occupational safety and health policy. To ensure that its occupational safety and health mechanism is in place, CTCI monitors it regularly by checking the dynamic process helping it to identify any shortcomings in the system and improve the process.

Identifying and managing risk
In occupational safety and health international standard, risk assessment is the core objective in the management system, and hence CTCI has implemented ISO 31000 to oversee its risk management system. With this system, CTCI identifies its occupational safety and health risk, assesses risks to the company and the projects, implements risk management of each unit, prevents hazards and promotes occupational safety and health. CTCI has segregated occupational safety and health risk assessment into two components. One deals with the CTCI headquarters building and the other with project execution. Risk assessment includes hazard identification, risk evaluation and its handling. In addition to the identification of hazards, CTCI assesses their severity and probability and apply the current risk management protocol to manage the high-risk component of the work.
Promoting occupational health and creating friendly work environment
An employee is the most valuable asset of an enterprise. Active, energetic and healthy employees invigorate the corporate culture and help it develop stably and sustainably. Therefore, CTCI lays emphasis on caring for the physical and mental wellbeing of the employees by creating a healthy and a friendly workplace environment. CTCI has met the criteria laid by the Health Promotion Administration, Ministry of Health and Welfare, and received a badge for clean and healthy workplace. The company has also set up an interdepartmental “Workplace Health Promotion Team” to plan and execute health promotion programs such as providing rich and varied information pertaining to health, planning of static and dynamic activities, and holds lectures on various health issues. Employees benefit from following appropriate health practices and release pressure on them by involving themselves in these activities. These efforts have enabled CTCI earn the “Healthy Workplace Good Practice” Award from the Department of Health, Taipei City Government. Besides, CTCI has created a well-designed health management system providing on-site health care service by medical personnel. In addition, it also helps its staff to keep healthy through software analysis screening for any abnormalities in health by providing preventive healthcare. CTCI also interacts with the Department of Health, Taipei City Government, Taipei City Shilin District Health Center, as well as clinics and hospitals to provide a diversified health care network.
E-management of occupational safety and health system and elevating the management effectiveness with global real-time response
In response to the demand for globalization, CTCI has developed occupational safety and health management models employing information technology by including Behavior-Based Safety (BBS) behavioral safety management model, Safety Statistic model, Incident Reporting model and Company Internal Audit model back to 2010. These provide real-time and accurate occupational safety and health guidance based on data received from the above models, and these data serve as references for the company and project decision-making process. Besides elevating the transfer of occupational safety and health information, CTCI has also developed the “Occupational Safety and Health Comprehensive Performance Management System”, which incorporates project BBS risk trend analysis model, project occupational safety and health comprehensive performance model, and third-party vendor occupational safety and health management comprehensive performance model, etc., to strengthen the evaluation mechanism of occupational safety and health comprehensive performance and demonstrate the international competitiveness ability of occupational safety and health management.

Strengthen accident investigation mechanism and prevent disasters effectively
To minimize risk and loss due to accidents, CTCI has established a complete accident investigation mechanism, which includes notification of the accidents, emergency response, preliminary hazard identification, synchronized checking of all construction sites, and accident investigation, etc. to arrive at the root causes and suggest effective counter measures. After the accident is investigated, the company will publish a “Lesson Learned” to educate the employees and prevent the repetition of such accidents. In addition, to ensure the accuracy of the investigation, we use Fault Tree method with a systematic analysis tool, the TapRoot. The tool helps to investigate the root cause by combining both induction and deduction methods. It will also suggest effective corrective measures to prevent recurrence of problems. To effectively prevent the disease, CTCI analyzes the recent accident reports and compares them with 18 Life-Saving Rules (LSR) published by IOGP (International Association of Oil & Gas Producers) to design its own icons and project LSR. The LSR will not only strengthen the worker safety awareness but will also provide a basis for disease prevention, educational training and SOP improvement.

Fostering safety culture and implementing it in every work
To mitigate occupational hazard and risks, CTCI complies with all legal regulations and implement the management system, it has set up a comprehensive occupational safety and health risk assessment procedure. The company is conscious of the fact that occupational safety and health performance rely on the collective efforts of all its employees, and given the fact that "people" play a significant role in building a safe culture, it has expanded the occupational safety and health involvement of all employees, and developed “Total Occupational Safety and Health Evaluation.” The objective of this evaluation is to enable all employees, especially those not in occupational safety and health professions, and departmental heads and project managers, to acquire basic knowledge of occupational safety and health and to familiarize themselves on their fundamental knowledge relevant to their own work, and consequently transfer it to employees to ensure safety at work place. The company has compiled various versions of “Total Occupational Safety and Health Evaluation” based on profiles and roles of people like Department/Project Managers, Project Engineering Managers/Project Procurement Managers/Project Site Managers/Project Commissioning Managers, construction engineers and all employees. These people are assessed based on an online test relating to Safety Commitment, Basic Concepts, and Occupational Safety and Health Practice. Besides conducting the tests regularly, the results from such evaluations are analyzed and the results compiled, and the findings reported during management review meetings. Furthermore, the results are used as reference during training or reinforced promotions to foster a shared safety culture.
